Are you an undergraduate interested in politics and current affairs? Would you enjoy studying and interning in the UK, at the heart of the parliamentary process, alongside key decision-makers and opinion-formers from Parliament, Government, campaign organisations, think tanks, lobbying groups, and the media? Would you enjoy a semester living in one of the most vibrant, exciting, and politically important cities in the world?

As a Hansard Scholar, you will be part of an organisation with an unparalleled reputation in the political world, developed over more than 60 years. You will study British politics, have seminars with politicians and undertake an internship with an organisation which corresponds with your research interests and ambitions – be it with an NGO, a government department, a lobbying group or in the Houses of Parliament themselves!

The Hansard Scholars Programme is a 12-week (11 weeks in summer), full-time course (split equally between study and internship) which offers an outstanding opportunity for international students to gain academic and practical knowledge of the British political system and current debates in UK public policy.

Summer and Autumn 2012 Hansard Scholars Programmes (undergraduates)

(N.B. The postgraduate Hansard Research Scholars Programme will not run during the Summer term)

The Hansard Scholars Programmes offer an outstanding opportunity for undergraduates, postgraduates and professionals to gain invaluable experience at the heart of the British political system.

As you will no doubt be aware, the Hansard Scholars Programme offers international students unique and prestigious opportunities. Not only will you be undertaking an internship placement right at the heart of British politics, but your courses and research will provide you with invaluable knowledge and understanding of the world in which you will find yourself immersed.

Throughout the Programme, you will also hear up-to-the-minute presentations from eminent figures within the British political system – from former Cabinet Ministers to prominent political journalists and academics. In addition, political study visits to Edinburgh and Oxford will give you a wider view of political culture beyond Westminster and London.

The Spring term will be a particularly fascinating time in which to immerse yourself in British politics, as the new coalition government will be nearing its second year in year in office and the implementation of new policies and proposed structural changes to the political system will be well under way. Your internship, whether in the Westminster offices of an MP or research department of an NGO or consultancy, will therefore allow you to experience this historic era in British politics from its epicentre.

Study abroad is without doubt an experience that will broaden your outlook as well as your horizons. The Hansard Scholars Programme will provide you with a challenging, rewarding, and memorable semester, in addition to the unrivalled cultural experience of living and working in a foreign country.

The following pieces of documentation should be submitted in English:

A short personal statement outlining reasons for applying
A CV / Résumé. This must also be submitted by e-mail
A sample of written academic work (approx. 2,000 words)
Two letters of recommendation (at least one academic)*
Copy of your university transcript**
Applicants from non-English speaking countries must provide the results of a TOEFL test (or equivalent)

Scholars Connecting with the Movers and Shakers of British Politics

Hansard Society Scholars are not only given an unparalleled insight into the mechanics of parliament during the course of their studies and research internships, but are also provided with fantastic opportunities to meet in person some of the most influential MPs and Lords in British politics. From a casual conversation during a drinks reception at the House of Lords to a politically charged debate in a House of Commons lecture room, our Scholars gain invaluable personal experience, as well as great memories, meeting leading figures at the helm of parliamentary procedure.

Want to get the inside track?

Politics can be confusing. How are laws made? How do Select Committees work? How do you influence the policy-making process? What powers does the European Union have? What are the big issues on the political horizon that affect you?

At the Hansard Society, we offer a range of political education and training programmes for organisations who want to know more about the political process – be it the workings of Westminster, parliamentary procedures or how to communicate with decision-makers more effectively.

Bespoke Programmes

Politics never stands still. The people, the processes, the committees, and the areas of influence are always changing. Keeping on top of it all can be confusing and frustrating. Without the right approach and sufficient knowledge of the system, the gap between your organisation, key stakeholders, and the decision-making process will continue to widen.

All of our programmes are tailored to the needs of your organisation, and bring together in one room all the expertise and experience you need to engage fully and productively with key political players, now and in the future. Each programme takes place at the Houses of Parliament and is organised around the issues that you want to discuss, at the level you need it.

We have organised bespoke programmes for a variety of organisations from both the public and private sectors (including government departments, overseas parliaments, blue-chip companies and NGOs) – ranging from one day to two weeks. Past speakers have included former Cabinet ministers, Peers, senior civil servants, political journalists as well as representatives from academia, business, campaign organisations and interest groups.

What is the Hansard Society?

The Hansard Society is an independent, non-partisan education and research organisation which exists to encourage better parliamentary democracy and greater public involvement in politics. Established in 1944, and supported by Winston Churchill and Clement Attlee, the Society's principal aim at that time was to promote democratic ideals in the face of encroaching threats from fascism and communism. Over sixty years later, the Society is the largest and most active campaign organisation in UK aimed at strengthening parliamentary democracy, public engagement and political education.

The Hansard Society is registered with the UK Government's Department for Business, Innovation & Skills (BIS) as an education & training provider, and is accredited by the British Accreditation Council. The Society is also an associate member of the Association of American Study Abroad Programmes (UK) and a member of StudyUK.

The Hansard Society was one of the first higher education providers in the UK to be awarded by the UK Border Agency a full Tier 4 license to sponsor international students visiting the UK.

What is the Hansard Scholars Programme?

The Hansard Scholars Programme was established in 1986 and offers an outstanding opportunity for undergraduate and postgraduate students from overseas to gain academic and practical knowledge of the British political system and current debates in UK public policy. As a Hansard Scholar, you will be part of the Hansard Society, an organisation with an unparalleled reputation in the political world, developed over more than 60 years.

You will attend courses in British Politics at the London School of Economics & Political Science. You will also have lectures with politicians and other senior figures from a variety of organisations on the cutting edge of the UK public policy agenda, and take an internship at the heart of British politics - be it with an interest group, campaign organisation, research institution, lobbying company, media organisation or the UK Parliament itself.

Are Hansard Scholars able to use the facilities of the London School of Economics?

Yes. All Hansard Research Scholars are registered as students at the LSE. The LSE is one of the world's most prestigious universities and is internationally renowned for its teaching and research in the social and political sciences.

Your fee payment entitles you to membership of the LSE Library - the largest collection of social science material in the world; an LSE email account and use of IT facilities; access to student shops, bars, public lectures and social events; and membership of the Student Union.

Sounds interesting - am I eligible?

The Hansard Scholars Programme is highly competitive and each semester we are forced to decline a number of very good candidates. It is crucial, therefore, that you provide us with as much positive information about your interests and experience as possible to support your application.

The Programme assumes no previous knowledge of British politics or any experience of political internships. More important is that applicants show a genuine interest in politics and public policy, and a commitment to studying in a high-level political environment. Scholars' work is often of a sensitive nature and so personal integrity - in addition to commitment and enthusiasm - is crucial.

Applicants from the USA must have a GPA of 3.0 or above.

Applicants whose first language is not English (or whose previous degree was not taught in English) are required to provide evidence of proficiency in the English language.

TOEFL (Test of English as a Foreign Language) with normally a minimum score of 603 in the paper test, 250 in the computer-based test or 100 in the internet based test.
IELTS (International English Language Testing System) with normally a minimum score of 6.5.
Cambridge Certificate of Proficiency in English
Other qualifications may be considered.

Which Programme should I apply for - the Hansard Scholars Programme (undergraduates) or the Hansard Research Scholars Programme?

As the name suggests, the Hansard Scholars Programme (undergraduates) is designed for undergraduate students and provides Scholars with a sound understanding of the workings of the British political process and the main policy areas.

The Hansard Research Scholars Programme is aimed at postgraduates and young professionals who wish to pursue an area of specific academic interest whilst doing a high-profile political internship.

Both undergraduates and Research Scholars study British politics courses at LSE (albeit in different classes) and do internships in their area of interest/ expertise.

I have just graduated from a US university - which Programme is most suitable for me?

The Hansard Research Scholars Programme is specifically designed for graduates and young professionals and allows Scholars to further their knowledge of key aspects in British politics and public policy.

How many students participate on each Programme?

There are approximately 20 students on each undergraduate Programme and 10 on the Hansard Research Scholars Programme.

What kind of internship will I do?

The Hansard Society works very closely with Parliament, Government, civil society and the private sector, and has an unparalleled network of political contacts. Past internships have included:

Houses of Parliament - offices of MPs belonging to the Labour party, the Conservative party, the Liberal Democrats, Plaid Cymru (Party of Wales) and the Scottish National party, and Members of the House of Lords
The Cabinet Office
Government Departments
National Labour Party HQ & Conservative Central Office
BBC Parliament
Campaign groups such as Liberty, Amnesty International, and the Women's National Commission
Lobbying Organisations
Businesses and Consultancies

The Hansard Society bases internships as closely as possible on information provided to us by each Scholar.

I am a US undergraduate - can I transfer credit to my home university?

Yes. However, all Hansard Scholars are reminded that it is their home institution that determines how credit is awarded, not the Hansard Society or LSE (this is the case for many UK academic institutions). The Hansard Society provides marks that your university can then decide how to use. Universities from the USA typically award 15 credits to students upon successful completion of the Programme:

Parliament & Politics - 3 credits
Politics & Public Policy - 3 credits
Research Project - 3 credits
Internship - 6 credits

It is the responsibility of each student to confirm credit transfer arrangements with his/ her home university before starting the Programme. We are happy to assist in any way we can by providing advice, support and any materials needed (e.g. syllabi).

The Hansard Society is accredited by the British Accreditation Council (BAC).

Where will I stay when I'm in London?

The Hansard Society provides accommodation in apartments in central London for all our Scholars. They include kitchen facilities, furniture and bed linen. Accommodation is based on Scholars sharing rooms. All apartments are cleaned regularly and are located close to shopping and entertainment facilities in central London.

How will I get around London?

Upon arrival, each Hansard Scholar is provided with a London Transport "Oyster Card" which provides unlimited travel on the tube network, buses and trains in Zones 1 & 2.

When are the application deadlines?

The deadlines for the Programmes are detailed below but we always encourage applicants to submit their documentation as early as possible.

Each Programme runs for 12 weeks (in autumn & spring) and 11 weeks (in summer).

The Programme assumes no previous knowledge of British politics or any experience of political internships. More important is that applicants show a genuine interest in politics and public policy, and a commitment to studying in a high level political environment. Scholars’ work will often be of a sensitive nature and so personal integrity – in addition to commitment and enthusiasm – is crucial. Applicants from the USA must have a GPA of 3.0 or above.

Will I need a visa?

Yes. The UK Government recently introduced new visa requirements for overseas students (including US citizens) to do internships in the United Kingdom. You will need to apply for a Student Visa online three months before the start of the Programme. You can do so at: www.visa4uk.fco.gov.uk

The Hansard Society was one of the first higher education providers in the UK to be awarded by the UK Border Agency a full Tier 4 license to sponsor international students visiting the UK.

Specific questions about the visa application process should be directed to either the British Council or to the British Consulates in your home country.

What do the Programme fees include?

The fees for the Hansard Scholars Programme include:

All tuition
Self-catering accommodation in central London
Access to LSE student services, IT facilities, events, public lectures, restaurants and bars
A calendar of cultural and social events
Membership of the British Library of Political and Economic Sciences.
A London Transport Travelcard allowing unlimited travel on public transport throughout Zones 1 and 2
A political internship in the Houses of Parliament or other prominent political organisation.
All administration and student support services, including pastoral care and access to the LSE medical facilities.

Current fees are:

Autumn 2009: £7,450 per student
Spring 2010: £7,450 per student
Summer 2010: £7,650 per student

Payment for the Spring 2010 Programme is in instalments as follows:

Non-refundable deposit of £450 to guarantee place on the Programme
£3,500 payment eight weeks before the start of the Programme
£3,500 (& £250 returnable accommodation damage deposit) four weeks before the start of the Programme

Are any scholarships available?

***NB: The UK Foreign & Commonwealth Office has indefinitely suspended the awarding of Chevening scholarships for the Researchers’ Programme. For the time being, therefore, Researchers will either have to secure alternative funding sources or pay their own programme fee. Please check this website periodically for updates.***

Yes - but only for the Hansard Research Scholars Programme. These scholarships are available through the UK Foreign & Commonwealth Office's Chevening scheme. Chevening scholarships are available in most countries (but not the US or EU countries).

The Chevening scholarships cover the full Programme fees, travel expenses and visa costs, and successful applicants are provided with a stipend to cover daily expenses whilst on the Programme.
