The Hansard Scholars Programme offers an outstanding opportunity for undergraduates, postgraduates and young professionals to get invaluable experience at the heart of the British political system.

2008 really is shaping up to be a fascinating time to be involved in British politics. After a decade spent in Tony Blair's shadow as Chancellor of the Exchequer, Prime Minister Gordon Brown is busy fending off the growing threat from David Cameron’s revitalised Conservative party. Parliament, Government and political organisations throughout the UK are trying to find their feet in what will be a new and crucial period in British political history. You can be a part of this – witnessing the changes, conflicts and developments first hand as they emerge.

You might be based at the sharp end of representative government in a party’s headquarters, or the office of a MP or Peer in the Houses of Parliament. You might be helping to cover political developments as they emerge for a newspaper, news agency or broadcast news channel. You might be in the policy unit of a major pressure group or think tank or NGO, drafting briefings and aiming to get the views of your organisation heard by decision makers in Government and beyond. If this sounds like something you might be interested in, drop us a line!

The dates for the Hansard Scholars Programme are:

Autumn 2008
September 20th – December 13th, 2008
Deadline: still accepting applications

Spring 2009
January 10th - April 4th, 2009
Deadline: October 1st, 2008

Summer 2009
May 23rd - August 8th, 2009 (dates tbc)
Deadline: February 1st, 2009

The Hansard Scholars Programme is a highly competitive programme for undergraduates, postgraduates and professionals. Each semester we are forced to decline a number of very good candidates and it is therefore crucial that you provide us with as much positive information about your interests and experience as possible to support your application.

you’re interested in doing a unique political internship in Edinburgh
and studying British politics at its world famous University, the
Autumn 2008 Hansard Society/ University of Edinburgh Research Scholars
Programme will begin in September, just after Edinburgh's famous
International Festival.

The Hansard Society/ University of Edinburgh
Research Scholars Programme offers an outstanding opportunity for
postgraduate students and professionals to develop applied knowledge of
structures of government and policy processes in the UK, with a
particular emphasis on Scotland, and gain invaluable experience at the
heart of the British political system.

This really is a fascinating time to be involved in
politics in Scotland. Tony Blair’s final days in office coincided with
the Scottish National Party’s historic showing in the May 2007
elections. Operating as a minority government, the SNP has now
published its promised White Paper on Scottish independence. The
Scottish Labour Party has a new leader, Wendy Alexander, and has allied
itself with the Liberal Democrats and Conservatives in pressing for
more powers for the Scottish Parliament. All eyes in Westminster,
Cardiff and Belfast are now on Scotland, none more so than those of
Gordon Brown, the new Prime Minister and a Scot himself!

We are now accepting applications for Autumn 2008.
The group, comprising 17 mainly US undergraduates and 10 postgraduate students from countries as diverse as Uganda, Poland, New Zealand and Bulgaria left London on the train to Edinburgh on Tuesday 12th February. The afternoon was free for the Scholars to enjoy the beautiful spring sunshine as well as the architectural, historical and cultural wonders of the Scottish capital before the Wednesday seminars.

Michael Clancy OBE, Director of the Law Society of Scotland, kicked off the Wednesday sessions by giving a riveting talk about
the implications of Scots law and devolution. He also treated the
Scholars to a fascinating account of Scottish history from marauding
Vikings and William Wallace to the ever-so-slightly controversial
Scottish Parliament. John Henderson, Head of Briefing at the Scotland Office, followed this with a discussion on the role of the Office in the Scottish political process. Kenny MacAskill MSP, Cabinet Secretary for Justice, ended the day's seminars with a fascinating Q&A session on what it's like to be in government in Scotland - particularly as a member of the pro-independence SNP.

The following morning started with a visit to the pre-1707 Parliament of Scotland building, now the home of the Supreme Courts of Scotland. After witnessing a very high-profile court case in the High Court, the Scholars then had a chance to see the modern Scottish Parliament - a great opportunity for all the Scholars to see first hand what £431m buys you in Edinburgh!
Edinburgh's European Parliament Office was the final port of call and an opportunity for the Scholars to grill Dominic Munro Kate Barbier of the Scottish Government on the Scottish economy and the challenges that lie ahead for Scotland. John Edward, Head of the European Parliament Office in Scotland, ended the day with a lively discussion about the challenges facing the EU, and the Scottish and Westminster parliaments' relationship to Brussels.

Friday afternoon on the train back down to London was an opportunity for the Scholars to reflect on what they'd learnt and who they'd met over the past couple of days. The visit will be followed shortly by a political study visit to Oxford.

Would you enjoy studying and interning in the UK, at the heart of the parliamentary process, alongside key decision-makers and opinion-formers from Parliament, Government, campaign organisations, think tanks, lobbying groups, and the media? Would you enjoy a semester living in one of the most vibrant, exciting, and politically important cities in the world?

The Hansard Scholars Programme is a 12-week (11 in summer), full-time course of study which offers an outstanding opportunity for international students to gain academic and practical knowledge of the British political system and current debates in UK public policy.

As a Hansard Scholar, you will be part of an organisation with an unparalleled reputation in the political world, developed over more than 60 years. You will study British politics at the London School of Economics, have seminars with politicians and do an internship with an organisation which corresponds with your research interests – be it with an NGO, a government department, a lobbying group or in the Houses of Parliament themselves!

Internship

“The Hansard Scholars were invaluable in my very small staff. I recall many of the Scholars and their valued contribution; I keep in touch with lots of them.”
Rt. Hon Lord Robertson of Port Ellen – former NATO Secretary General & former UK Secretary of State for Defence

As part of the Programme, all Hansard Scholars undertake an internship which is individually selected by the Hansard Society to match your interests, expertise and career aspirations.

As a Hansard Scholar your internship may be with a Member of Parliament in the House of Commons or a Peer in the House of Lords, writing speeches, carrying out research and attending parliamentary meetings; you may be in the parliamentary clerks’ office – with unprecedented access to the behind-the-scenes workings of Parliament; or with the BBC, researching articles and analysing the work of the Government; or with a campaign group, helping to devise and run media campaigns on key social and political issues. You may be based in the national headquarters of a political party or in one of the other many organisations and businesses which drive forward the policy agenda in the UK and beyond.

Internships are for three days (20 hours) per week and, in the past, have included:

Houses of Parliament - offices of MPs belonging to the Labour Party, the Conservative Party, the Liberal Democrats, Plaid Cymru and the Scottish National Party, and Members of the House of Lords

The Cabinet Office

Government Departments

National Labour Party HQ & Conservative Central Office

BBC Parliament

Campaign groups (incl. Amnesty International, Liberty and the Women’s National Commission)

Lobbying/ Public Affairs Organisations

Businesses and Consultancies

Credit is awarded upon successful completion of the internship, subject to a performance evaluation.

London School of Economics

All Hansard Scholars are registered as students at the LSE. The LSE is one of the world’s most prestigious universities and is internationally renowned for its teaching and research in the social and political sciences.

Your fee payment entitles you to membership of the LSE Library – the largest collection of social science material in the world; an LSE email account and use of IT facilities; access to student shops, bars, public lectures and social events; and membership of the Student Union.

Academic Courses

“The Hansard Scholars Programme offers opportunities that are one in a million, providing experiences that cannot be topped. The courses are rigorous but rewarding, engaging and relevant to modern day political life in the UK and beyond.”
Joshua Greiner – Purdue University, Hansard Alumnus

In addition to the internships, all Hansard Scholars undertake 15 hours academic work per week, divided between courses, guest lectures and supervised research.

Parliament & Politics
This course examines the constitutional and political process in Britain, including the role of Parliament, the Prime Minister and the Civil Service, and the policymaking process.

Politics & Public Policy
This course analyses current policy issues, including the economy, civil liberties and foreign policy.

Assessment for each course is through a 1,500 essay and a three-hour examination.

Dissertation
Scholars also pursue an individual research project. The paper is an opportunity for Scholars to develop their own ideas on a topic which interests them and must be 8,000 – 10,000 words in length.

All classes take place at the London School of Economics and all courses and research papers are assessed by a current member of the LSE Government Department faculty.

There are approximately 20 Hansard Scholars on each Programme.

Credits

All Hansard Scholars are reminded that it is their home institution that determines how credit is awarded, not the Hansard Society or LSE. The Hansard Society provides marks that your university can then decide how to use. Universities from the USA typically award 15 credits to students upon successful completion of the Programme:

Parliament & Politics – 3 credits
Politics & Public Policy – 3 credits
Research Project – 3 credits
Internship – 6 credits

Guest Lectures

Scholars are required to attend a Guest Lecture every other week throughout the Programme. Guest lecturers in past semesters have included:

Former Conservative and Labour Cabinet ministers

MPs and peers from each of the main British political parties

Political journalists from the BBC and national newspapers

Experienced lobbyists, campaigners, and policy experts

Political Study Visits & Cultural Events

As a Hansard Scholar you will be living in London, one of the social, political, and cultural capitals of the world. It is crucial, therefore, that you provide us with as much positive information about your interests and experience as possible to support your application.

More important is that applicants show a genuine interest in politics and public policy, and a commitment to studying in a high level political environment. Scholars’ work will often be of a sensitive nature and so personal integrity – in addition to commitment and enthusiasm – are crucial. Applicants from the USA must have a GPA of 3.0 or above.

a short personal statement outlining reasons for applying

a CV/ resume

a sample of written academic work (2,000 words approx.)

two letters of recommendation

Applicants whose first language is not English are required to provide evidence of proficiency in the English language.
As a Hansard Research Scholar, you will be part of the Hansard Society, an organisation with an unparalleled reputation in the political world, developed over more than 60 years. You will study British politics at the London School of Economics, have seminars with politicians and intern in an organisation which corresponds with your research interests – be it with an NGO, a government department, a lobbying group or with the UK Parliament itself.

Internship

“The Hansard Scholars were invaluable in my very small staff. I recall many of the Scholars and their valued contribution; I keep in touch with lots of them.”
Rt. Hon Lord Robertson of Port Ellen – former NATO Secretary General & former UK Secretary of State for Defence

As part of the Programme, all Hansard Research Scholars undertake an internship which is individually selected by the Hansard Society to match your interests, expertise and career aspirations. Whether you are analysing the work of government for a campaign group, helping to devise media campaigns for a public affairs consultancy or doing research for an MP, you will get an unparalleled insight into the world of British politics.

Internships are for three days (20 hours) per week and, in the past, have included:

Government Departments

National Labour Party HQ & Conservative Central Office

BBC Parliament

Campaign groups (incl. Amnesty International, Liberty and the Women’s National Commission)

Parliamentary offices of MPs

Lobbying/ Public Affairs Organisations

Businesses and Consultancies

Houses of Parliament - Select Committees, and offices of MPs in the House of Commons and Peers in the House of Lords

London School of Economics

All Hansard Research Scholars are registered as students at the LSE.

Research

Every Hansard Research Scholar works on an individually designed research project, over the course of the semester. Together with their Course Leader they will work out a programme of work best suited to meet the aims and objectives of the Scholar. Regular supervision and support is provided for Scholars as they pursue their research. A research paper of approximately 8,000-10,000 words must be submitted at the end of the Programme and this makes up 70% of the final mark (30% is the research journal).

All research papers are assessed by a current member of the LSE Government Department faculty.

Academic Course

“The Hansard Research Scholars Programme is a marvelous opportunity to experience British political life from within. Fascinating classes in a first-rate academic environment combined with hands-on experience in some of the finest political institutions allowed me to broaden my understanding of British politics in the most enjoyable way possible”.
Edon Vrenezi – Kosovo, Hansard Research Alumnus

In addition to the internships, all Hansard Research Scholars take a specialised course in Democracy & Public Policy. In this course, Research Scholars will gain:

an appreciation of the different factors which allow democracy to function, and the ways in which democratic polities can be organised

an understanding of the way in which political systems shape the policy process

an ability to evaluate critically the factors shaping political institutions and processes

an insight into the political system and policy processes of the UK (and to some extent the EU)

Teaching is through seminar classes and presentations will be informal and Research Scholars will be expected to participate fully through comment and questions in the discussion.

Research Scholars will also be required to submit an academic journal (3,000 words) based upon what they have covered and learned during the Democracy & Public Policy course. This makes up 30% of the Scholars final mark (70% is for the research paper).

All classes take place at the London School of Economics and all courses and research papers are assessed by a current member of the LSE Government Department faculty.

There are approximately 10 Hansard Research Scholars on each Programme.

Guest Lectures

Scholars are required to attend a Guest Lecture every other week throughout the Programme. Guest lecturers take place at the Houses of Parliament or at LSE and, in the past, have included:

Former Cabinet ministers

MPs and peers from each of the main British political parties

Political journalists from the BBC and national newspapers

Experienced lobbyists, campaigners and policy experts

How are laws made? How do Select Committees work? How do you influence the policy-making process? What powers does the European Union have? What are the big issues on the political horizon that affect you?

At the Hansard Society, we offer a range of political education and training programmes for organisations who want to know more about the political process – be it the workings of Westminster, parliamentary procedures or how to communicate with decision-makers more effectively.

Bespoke Programmes

Politics never stands still. The people, the processes, the committees, and the areas of influence are always changing. Keeping on top of it all can be confusing and frustrating. Without the right approach and sufficient knowledge of the system, the gap between your organisation, key stakeholders, and the decision-making process will continue to widen.

All of our programmes are tailored to the needs of your organisation, and bring together in one room all the expertise and experience you need to engage fully and productively with key political players, now and in the future. Each programme takes place at the Houses of Parliament and is organised around the issues that you want to discuss, at the level you need it.

We have organised bespoke programmes for a variety of organisations from both the public and private sectors (including government departments, overseas parliaments, blue-chip companies and NGOs) – ranging from one day to two weeks. Past speakers have included former Cabinet ministers, Peers, senior civil servants, political journalists as well as representatives from academia, business, campaign organisations and interest groups.

Hansard Society

The Hansard Society is an independent, non-partisan education and research organisation which, for over 60 years, has worked with decision-makers, opinion-formers, academics, policy experts and the media to encourage more effective parliamentary democracy and greater public involvement in politics.

Our political education & training programmes are rigorous, comprehensive, and draw upon years of accumulated knowledge, research, and networks in order to bring you and your organisation closer to the political system. They provide the essential ‘inside track’ to getting your point across effectively in Parliament. And they give you all the information you need to put you and at the forefront of the decision-making process and the cutting edge of the public policy agenda.

Here’s what some of those involved have had to say about the Hansard Society and the Hansard Scholars Programme…

"Since 1944, the Hansard Society has upheld the foundations of democracy and parliamentary government… It is a tribute to the Society that on its anniversary, parliamentary democracy remains as strong as ever.”
Rt. Hon. Tony Blair – UK Prime Minister (1997-2007) & Special Envoy to the Middle East

“In the long, dark days of opposition, the Hansard Scholars were invaluable in my very small staff. They learnt, I benefited, and the quality of Opposition was improved. I recall many of the Scholars and their valued contribution; I keep in touch with lots of them.”
Rt. Hon Lord Robertson of Port Ellen – former NATO Secretary General & former UK Secretary of State for Defence

"This was the greatest
thing ever to happen in my life. Being taught by British
academics of the highest order and attending seminars chaired by
Parliamentarians was incredible - my internship in the Houses of Parliament put the
icing on the cake! To cap it all, the people I met and worked with throughout the Programme were wonderful.
Mbarbar Munyoro - Zimbabwe, Hansard/ Chevening Research Scholar (Spring 08)

"The semester that I
spent living in the heart of London.... was
one of the greatest experiences that I have ever had. Not only was I absolutely
immersed in British government and culture, but I was able to go through this
entirely unique experience with a fabulous group of individuals - each with a
different and enlightening international background. Whether I was interacting with some of the
most notable names in Britain,
attending lectures in the antique splendor of Oxford,
exploring the beautiful city of Edinburgh
or taking private tours of the House of Lords, each day was a new and
unbelievable adventure that I will never forget."
Miranda Callaghan - Cornell
University,
Hansard Scholar (Autumn 2007)

"The Hansard Scholars Programme was an incredibly rewarding
experience. I had the opportunity to see the day-to-day inner workings
of the British political system, to take classes with excellent
instructors at a top university, to experience daily life in an amazing
city with countless cultural opportunities, and, best of all, to do
these things with a fantastic group of talented people who shared my
fascination with politics and government. I have never had so much fun
or learned so much in the space of eleven weeks!"
Dyna Tuytel - University of British Columbia, Hansard Scholar (Summer 2007)

"The Hansard Research Scholars Programme is a must for anyone aspiring to pursue a career in politics. The programme exposed me to the heart of British politics, to the diversity of views and opinions on democracy. It gave me a whole new angle on appreciating democracy. One of the greatest things about the programme is the diversity of its candidates. Meeting students from across the world is an experience that i will forever treasure. Until you've been there, it sounds too good to be true, but believe you me, it is!"
Sibonginkosi Moyo - Zimbabwe, Hansard/ Chevening Research Scholar (Summer 2007)

"Unlike any other study abroad oppurtunity, the learning opportunities with the Hansard Scholars Programme are endless. In one semester you have a chance not only to take classes at one of the most renowned social sciences institution in the world, but to research as well as work in the heart of Westminster. Moreover, this program gives you the chance to meet a group of people that will surely impress you with their intellectualism and caliber."
Mohammad Darwazah - University of Washington in St Louis, Hansard Scholar (Summer 2007)

“Now that I have studied abroad in Oxford and held an internship in Washington DC, I am confident in saying that no other political science program can compare to the Hansard Scholars Programme. The quality of both the academic component, classes at the LSE, as well as the experiential component, an internship in Parliament, is beyond description. Throughout all my travels and studies, I have never had such a challenging, rewarding, and enlightening experience.”
Dale Kotchka-Smith – Loyola Marymount University, Hansard Scholar (Spring 2007)

“The Hansard Research Scholars Programme gave me deep access to the British political system. As a development sector worker in Indian Kashmir, what was most interesting for me was the insight I gained into how democracies function in conflict situations. I explored new avenues in my meetings with British NGOs and politicians… and all this was possible because of the privilege of being a Hansard Research Scholar.”
Manisha Sobhrajani – India, Hansard/ Chevening Research Scholar (Spring 2007)

“The Hansard Scholars Programme provides opportunities that are one in a million. Whether it is going to the debate on Iran, writing letters to the Prime Minster on behalf of your MP, having Guest Lectures from some of the most historically relevant people in modern British politics, or even attending the State Opening of Parliament – these experiences cannot be topped. But the Hansard Scholars Programme is more than this. The courses offered are rigorous but rewarding, engaging and relevant to modern day British political life, and life in the US.”
Joshua Greiner – Purdue University, Hansard Scholar (Autumn 2006)

“The combination of informative classes, lectures and first-hand experience working with an MP in the House of Commons taught me more than I could have ever anticipated. This Programme’s captivating methods allowed me to study politics and democracy in an unparalleled fashion. It was truly an amazing educational and cultural experience and I would recommend it to any student interested in a challenging and enriching study abroad programme.”
Sean Malone – Northeastern University, Hansard Scholar (Autumn 2006)

“The Hansard Scholars Programme was a great experience and I can’t wait to come back to London as soon as I get a chance!”
Shahryar Minhas – University of Michigan, Hansard Scholar (Summer 2006)

“From rubbing shoulders with the movers and shakers in British politics to living in the heart of the amazing city that is London with scholars from all over the world, the Hansard Scholars Programme provided a plethora of extraordinary experiences. I honestly feel as though such a complete immersion in British culture — popular, academic and political — is something that only an organization with the stellar reputation of the the Hansard Society could provide. I highly recommend this programme and am searching for a way to get back to Britain asap!”
Michael Woolslayer – College of William & Mary, Hansard Scholar (Summer 2006)

“As an aspiring lawyer, diplomat, and legislator, I have always had an interest in the process of making laws. The Hansard Society gave me the opportunity to experience this first hand as a research assistant with a Labour MP. In this internship, I got an opportunity to experience the process of making decisions on difficult issues such as Northern Ireland and the Middle East first hand. This is an opportunity that I would have gotten nowhere else… The classes and disseration were challenging as well because you were competing against the best students in the country and in the world, which also helped to strengthen my academic skills. I was extremely satisfied with my Hansard experience and would definitely recommend it to others.”
William Steinwedel – Washington College, Hansard Scholar (Summer 2006)

“It was a great time out from a daily routine, an enjoyable adventure and no day was the same during my stay in London. My internship in the MP’s office, the lectures, the West End- nights, trips to Oxford and Bath, and even watching a Polo match in Windsor with the other Hansard Scholars, made it all a fantastic and memorable experience! If you plan on experiencing British culture and politics, the Hansard Research Scholars Programme should be your only choice.”
Marta Rynkowska – Poland, Hansard/ Chevening Research Scholar (Summer 2006)

“The Hansard Scholars Programme truly surpasses any other political study abroad programme. It is a launching ground for lasting political careers and I highly recommend it to anyone who is ready to experience politics on a deeper level.”
Shubha Shukla – Brandeis University, Hansard Scholar (Spring 2006)

“The Hansard Society Scholars Programme neatly hemmed the theoretical, intellectual and academic notions of democracy with the practical ground-level work that makes government work. Studying at the LSE, thinking in their towering library and listening to renowned scholars and political theorists complimented an unforgettable internship placement at the heart of one of the world’s oldest democratic institutions – the British House of Commons. I left the Programme with new found passion for political engagement and a fresh sense of the importance placed on strengthening democracies around the world for the coming century.”
Michael Sterchak – Marist College, Hansard Scholar (Spring 2006)

“Taking the programme was one of the most powerful experiences in my life! It gave me the chance to live, work and study with people from all over the world, which really opened my mind. In a nutshell, a truly amazing experience!”
Paula Florencia Fredes – Argentina, Hansard/ Chevening Research Scholar (Spring 2006)

“The Hansard Research Scholars Programme gave me an amazing opportunity to increase my understanding of the British government and political system. Through first-hand accounts and insights from the renowned Guest Lecturers, to the invaluable practical experience I gained from my internship and the discussions with other Scholars from around the world, the Research Scholars Programme was a truly eye-opening experience.”
Grace Kwok – Hong Kong, Hansard Research Scholar (Autumn 2005)

“The Hansard Scholars Programme provides students with a unique opportunity to actively experience British politics and society. Through the exciting combination of guided study visits, internships, and classes the programme offers an unparalleled study abroad experience. It provided me with a breadth of hands-on professional and academic experience which will undoubtedly influence the course of my future career. I was able to participate directly in the British political process while taking classes at an excellent international university. I would recommend the programme to anyone interested in an exciting and challenging study abroad experience.”
John Gardiner – Colorado State University, Hansard Scholar (Autumn 2005)

“It would’ve been easy to learn about the Scottish Parliament from the classrooms in London but the study trip immersed us in Scottish politics and the whole devolution debate. Not only did we hear lectures on the structure of the Scottish Parliament and meet MSPs, but we toured the recently constructed Parliament building, strolled the Royal Mile, and met the people to whom devolution means the most – the Scottish people. This engaging approach to learning highlights the unique experience that is the Hansard Scholars Programme.”
Will Bowling – Brown University, Hansard Scholar Summer (2005) – speaking about the political study visit to Edinburgh.

“The Hansard Research Scholars Programme is a marvellous opportunity to experience British political life from within. Fascinating classes in a first-rate academic environment combined with hands-on experience in some of the finest political institutions allowed me to broaden my understanding of British politics in the most enjoyable way possible”.
Edon Vrenezi – Kosovo, Hansard/ Chevening Research Scholar (Autumn 2004)

“If you like to work hard and you’re looking for a wonderful study abroad experience, think about the Hansard Scholars Programme. I have met people from all over the world and have talked to them about our different perspectives. I’ve learned so much that you can’t learn in a textbook – about myself, about the world. I honestly cannot describe how much it has enhanced and changed my life.”
Ashley Gavarny, Goucher College, Hansard Scholar (Autumn 2004)

“As an EU affairs reporter in Brussels, I have used the contacts I made during the Hansard Research Scholars Programme for my current work a lot. The Programme helped me to understand the British media, parliamentary elections and the party system. All the more so thanks to my internship placement, at BBC Parliament. ...This Programme is the best journalists could get for helping them to cover political issues in the UK.”
Lucia Kubosova – Slovakia, Hansard/ Chevening Research Scholar (Autumn 2004)

What is the Hansard Society?

The Hansard Society is an independent, non-partisan education and research organisation which exists to encourage better parliamentary democracy and greater public involvement in politics. Established in 1944, and supported by Winston Churchill and Clement Attlee, the Society's principal aim at that time was to promote democratic ideals in the face of encroaching threats from fascism and communism. Over sixty years later, the Society is the largest and most active campaign organisation in UK aimed at strengthening parliamentary democracy, public engagement and political education.

The
Hansard Society is registered with the UK Government's Department for
Innovation, Universities & Skills (DIUS) as an education &
training provider, and is accredited by the British Accreditation
Council.

What is the Hansard Scholars Programme?

The Hansard Scholars Programme offers an outstanding opportunity for undergraduate and postgraduate students from overseas to gain academic and practical knowledge of the British political system and current debates in UK public policy. As a Hansard Scholar, you will be part of the Hansard Society, an organisation with an unparalleled reputation in the political world, developed over more than 60 years.

You will attend courses in British Politics at the London School of Economics & Political Science. You will also have lectures with politicians and other senior figures from a variety of organisations on the cutting edge of the UK public policy agenda, and take an internship at the heart of British politics - be it with an interest group, campaign organisation, research institution, lobbying company, media organisation or the UK Parliament itself.

Are Hansard Scholars able to use the facilities of the London School of Economics?

Yes. All Hansard Research Scholars are registered as students at the LSE. The LSE is one of the world's most prestigious universities and is internationally renowned for its teaching and research in the social and political sciences.

Your fee payment entitles you to membership of the LSE Library - the largest collection of social science material in the world; an LSE email account and use of IT facilities; access to student shops, bars, public lectures and social events; and membership of the Student Union.

Sounds interesting - am I eligible?

The Hansard Scholars Programme is highly competitive and each semester we are forced to decline a number of very good candidates. It is crucial, therefore, that you provide us with as much positive information about your interests and experience as possible to support your application.

The Programme assumes no previous knowledge of British politics or any experience of political internships. More important is that applicants show a genuine interest in politics and public policy, and a commitment to studying in a high-level political environment. Scholars' work is often of a sensitive nature and so personal integrity - in addition to commitment and enthusiasm - is crucial.

Applicants from the USA must have a GPA of 3.0 or above.

Applicants whose first language is not English (or whose previous degree was not taught in English) are required to provide evidence of proficiency in the English language.

The following qualifications are acceptable to the Hansard Society:

TOEFL (Test of English as a Foreign Language) with normally a minimum score of 603 in the paper test, 250 in the computer-based test or 100 in the internet based test.

IELTS (International English Language Testing System) with normally a minimum score of 6.5.

Cambridge Certificate of Proficiency in English

Other qualifications may be considered.

Which Programme should I apply for - the Hansard Scholars Programme (undergraduates) or the Hansard Research Scholars Programme?

As the name suggests, the Hansard Scholars Programme (undergraduates) is designed for undergraduate students and provides Scholars with a sound understanding of the workings of the British political process and the main policy areas.

The Hansard Research Scholars Programme is aimed at postgraduates and young professionals who wish to pursue an area of specific acadademic interest whilst doing a high-profile political internship.

Both undergraduates and Research Scholars study British politics courses at LSE (albeit in different classes) and do internships in their area of interest/ expertise.

I have just graduated from a US university - which Programme is most suitable for me?

The Hansard Research Scholars Programme. It is specifically designed for graduates and young professionals and allows Scholars to further their knowledge of key aspects in British politics and public policy.

How many students participate on each Programme?

There are approximately 20 students on each undergraduate Programme and 10 on the Hansard Research Scholars Programme.

What kind of internship will I do?

The Hansard Society works very closely with Parliament, Government, civil society and the private sector, and has an unparalleled network of political contacts. Past internships have included:

Houses of Parliament - offices of MPs belonging to the Labour party, the Conservative party, the Liberal Democrats, Plaid Cymru (Party of Wales) and the Scottish National party, and Members of the House of Lords

The Cabinet Office

Government Departments

National Labour Party HQ & Conservative Central Office

BBC Parliament

Campaign groups such as Liberty, Amnesty International, and the Women's National Commission

Lobbying Organisations

Businesses and Consultancies

The Hansard Society bases internships as closely as possible on information provided to us by each Scholar.

I am a US undergraduate - can I transfer credit to my home university?

Yes. However, all Hansard Scholars are reminded that it is their home institution that determines how credit is awarded, not the Hansard Society or LSE (this is the case for many UK academic institutions). The Hansard Society provides marks that your university can then decide how to use. Universities from the USA typically award 15 credits to students upon successful completion of the Programme:

Parliament & Politics - 3 credits
Politics & Public Policy - 3 credits
Research Project - 3 credits
Internship - 6 credits

It is the responsibility of each student to confirm credit transfer arrangements with his/ her home university before starting the Programme. We are happy to assist in any way we can by providing advice, support and any materials needed (e.g. syllabi).

Where will I stay when I'm in London?

The Hansard Society provides accommodation in apartments in central London for all our Scholars. They include kitchen facilities, furniture and bedlinen. Accommodation is based on Scholars sharing rooms. All apartments are cleaned regularly and are located close to shopping and entertainment facilities in central London.

How will I get around London?

Upon arrival, each Hansard Scholar is provided with a London Transport "Oystercard" which provides unlimited travel on the tube network, buses and trains in Zones 1 & 2.

When are the application deadlines?

The deadlines for the Programmes are detailed below but we always encourage applicants to submit their documentation as early as possible.
Autumn 2008 - September 20th-December 13th, 2008
Application deadline: still accepting applications

Spring 2009 - January 10th-April 4th, 2009
Application deadline: 1st October, 2008

Summer 2009
May 23rd - August 8th, 2009 (dates tbc)
Deadline: February 1st, 2009

How can I apply to the Programme?

To apply to the undergraduate Hansard Scholars Programme, please click here

To apply to the Hansard Research Scholars Programme, please click here

Will I need a visa?

Yes - but it's a relatively simple process. The UK Government recently introduced revised visa requirements for overseas students in the UK which mean that "non-visa nationals" (including US citizens) will be required to apply for Pre-Entry Clearance. You can apply for Pre-Entry Clearance (effectively a visa) online three months before the start of your visit: www.visa4uk.fco.gov.uk

Specific questions about the visa application process should be directed to either the British Council or to the British Consulates in Chicago, Los Angeles and New York (see: www.britainusa.com/visas).

What do the Programme fees include?

The fees for the Hansard Scholars Programme include:

All tuition

Self-catering accommodation in central London

Access to LSE student services, IT facilities, events, public lectures, restaurants and bars

A calendar of cultural and social events

Membership of the British Library of Political and Economic Sciences.

A London Transport Travelcard allowing unlimited travel on public transport throughout Zones 1 and 2

A political internship in the Houses of Parliament or other prominent political organisation.

All administration and student support services, including pastoral care and access to the LSE medical facilities.

The current fees are: £6,850 per student

Are any scholarships available?

Yes - but only for the Hansard Research Scholars Programme. These scholarships are available through the UK Foreign & Commonwealth Office's Chevening scheme. Chevening scholarships are available in most countries (but not the US or many EU countries).

The Chevening scholarships cover the Programme fees, travel expenses and visa costs, and successful applicants are provided with a stipend to cover daily expenses whilst on the Programme.

If you are interested in the Chevening scholarships, you must contact the Chevening Officer at your local British Embassy/ High Commission to confirm your eligibility for Chevening. Once your eligibility has been established, you will need to submit all the application documents to the Chevening Officer who will forward them to the Foreign Office in London.

If the Chevening Officer is unfamiliar with the Programme, please email
study@hansard.lse.ac.uk or call +44 207 438 1223.

I see you also run the Hansard Society/ University of Edinburgh Research Scholars Programme - what's this?
Based in Scotland, the Hansard Society/ University of Edinburgh Research Scholars
Programme provides postgraduate students
and professionals with the opportunity to develop applied knowledge of structures of
government and policy processes in the UK, with a particular emphasis
on Scotland, and gain invaluable experience at the heart of the British
political system.
As part of the Programme, all Hansard Research Scholars undertake a study placement which is individually selected by the Hansard Society to match your interests, expertise and career aspirations. Whether you are analysing the work of government for a campaign group, helping to devise media campaigns for a public affairs consultancy or doing research for an MP, you will get an unparalleled insight into the world of British politics.

Study placements are for three days (20 hours) per week and, in the past, have included:

Government Departments

National Labour Party HQ & Conservative Central Office

London School of Economics
All Hansard Research Scholars are registered as students at the LSE. The LSE is one of the world’s most prestigious universities and is internationally renowned for its teaching and research in the social and political sciences.

Your fee payment entitles you to membership of the British Library of Political & Economic Sciences (BLPES) – the largest collection of social science material in the world; an LSE email account and use of IT facilities; access to student shops, bars, public lectures and social events; and membership of the Student Union.

Academic Course & Research
In addition to the study placements, all Hansard Research Scholars undertake 15 hours of academic work each week, comprising a course, guest lectures and supervised research.

In addition to the study placements, all Hansard Research Scholars take a specialised course in Democracy & Public Policy.
