The panel will discuss several issues including:
The number of Private Members Bills that receive Royal Assent has declined considerably since the 1960s – why is this?
There have been many reforms in other areas of the legislative process but none in the Private Members Bills process – is it ripe for reform?
Westminster provides few opportunities for backbench members to put propositions for legislation before the House for a vote. Should they leave legislation to Government and concentrate on their scrutiny role?
