The Hansard Society has a small core team based at our Millbank Tower office near Westminster. We supplement our team with researchers and practitioners from time to time, to deliver specialist research and education projects.

Director

Ruth's research focuses on parliamentary strengthening, constitutional reform, and public attitudes to politics. She is the co-author of ‘The Devil is in the Detail: Parliament and Delegated Legislation’, the first detailed study of the parliamentary scrutiny of delegated legislation for decades. In 2019-20 she was BBC Parliament’s commentator for its coverage of the major Brexit votes. She regularly gives evidence to parliamentary select committees and inquiries, and contributes to a wide range of current affairs programmes on radio and television, commentating on parliamentary process and political reform.

Luke Boga Mitchell

Communications & Digital Manager

Luke oversees the Society’s digital communications strategy, including the website, social media and e-newsletters. He also manages the Society’s varied programme of events and supports the implementation of its fund-raising and development plan. He joined the Hansard Society in 2010 as an intern on the Scholars Programme, having previously interned as a writer for a politics and culture website. He graduated with a BA in Philosophy (2007) and an MA in Social & Political Thought (2009) from the University of Sussex, and a PG Cert in Journalism and Web Development (2013) from Birkbeck College, University of London.

Dr Brigid Fowler

Dr Brigid Fowler

Senior Researcher

Brigid joined the Hansard Society in December 2016 to lead its work on Parliament and Brexit, as well as contribute to its ongoing research on the legislative process and parliamentary scrutiny. From 2007 to 2014 she was a Committee Specialist for the House of Commons Foreign Affairs Committee, where she led on the Committee’s EU-related work. In the first six months of 2016 she was on the research team of Britain Stronger in Europe. She has also worked as assistant to an MEP in Brussels and as an analyst on EU and European affairs in the private sector and at the University of Birmingham and King’s College London.

Dheemanth Vangimalla

Researcher

Dheemanth joined the Hansard Society in July 2021 as a Researcher to contribute to the Delegated Legislation Reveiw. He also oversees day-to-day delivery of the Society’s legislative monitoring service, the Statutory Instrument Tracker®. He has a Graduate Diploma in Law (GDL), attained while working full-time as a junior doctor at an NHS hospital trust. He has previously conducted legal research with the hospital’s legal services department. As a research assistant, he has also contributed to a public international law project concerning citizenship and statelessness.

Lauren Rhodes

Membership & Operations Manager

Lauren joined the Hansard Society in September 2021 to develop a more active and engaged membership community to support the Society’s research and educational work in the years ahead; and to strengthen the Society’s operational capacity. Previously, she was an operations and project manager in the museums and heritage sector, for Historic Royal Palaces, the National Trust and Hampshire County Council. She is a trustee of the Lord Brock Trust - Old Operating Theatre Museum and Herb Garret, and is currently studying for a Master of Laws at BPP University.

Tom West, Researcher, Hansard Society

Dr Tom West

Researcher

Tom joined the Hansard Society in July 2021 to manage our Delegated Legislation Review. He conducts research for the Society on legislative processes and procedures and supports its collaboration and partnership with other stakeholders and networks active in the field. Previously, Tom was employed at the UN in the secretariat of the Aarhus Convention Compliance Committee, and led environmental law NGO ClientEarth's work in response to Brexit. He has a BSc in Mathematics, an MSc in Law and Environmental Science and a PhD in international human rights and environmental law.
